Yes. It is shaped and strapped for the knee, but the same wrap works on an elbow, ankle or forearm.
How many of the 50 LEDs are near-infrared?

Why does it look like only some LEDs turn on?
850nm near-infrared is invisible to the human eye. The 10 near-infrared emitters are working; you simply cannot see them.
